Yu Dihong and Lu Huangyin (both male) are both peasants from Shangcheng county, Henan province. Both of these farmers have continuously petitioned on behalf of farmers about to lose their land through illegal land expropriation and illegal taxation in Fushun, Henan province in 2001-2003. Petitioning at provincial and capital petition offices lead to failure, and violance broke out between farmers and government officials in Fushun. Many years later, and after more failed attempts by local government, Lu and Yu was detained on January 2, 2010 and is being held at the Shangcheng city detention centre under charges of interfering with the execution of public functions. The detention warrant for Yu is dated from 2002, an obvious fake, and even if not, is not valid under Chinese law for the charge against Yu. It is believed the charges against them, as well as several other farmers, are a mean to stop them from interfering again in the local government (very profitable) redevelopment plans.
